Mate just use an electric sander, its all I did.

Very bad idea, don't use the hose it will blast the grease out of the bearings in the linkages.

Deffo swap them over! Faster rolling and more grip for the front.

Your front tyre looks full slick?! Swap the front for back? And if you can use a saw, you can cut the steerer down fine.
